What Century is this again?

It must be the 19th to get quotes like this regarding contracts signed between the Federal Government and tribes:

For decades, when the Indian Health Service and Bureau of Indian Affairs have run short of money, they have notified tribes that such support costs would be paid only in part, if at all. Agency officials have told both Congress and the Supreme Court that the government does not have enough funds in its budget to pay the agreed amount of the contracts.

So we’re happy to go into debt to fund QE, Obamacare, Sandy, bridges to nowhere and wars but we can’t actually abide by our contracts with the Indians in this country who have been screwed so many times already that we’ve all quit counting.

Who gets voted out of office for this one?
