I like seeing this news about aid to Africa being a partnership, investment vs charity.

Declaring the age of paternalism over, President Bush said Thursday the United States demands clear results for the billions of taxpayer dollars it sends to Africa. He accused other nations of exploiting the continent’s resources or irresponsibly offering aid as charity.
“America is serving as an investor, not as a donor,” Bush said in a tone-setting preview of his six-day trip to Africa, which begins Saturday.

It should make at least Mr. Shikwati of Kenya happy at least. In his interview with Spiegel last year he noted this about aid (through the UN anyway).

Shikwati: Such intentions have been damaging our continent for the past 40 years. If the industrial nations really want to help the Africans, they should finally terminate this awful aid. The countries that have collected the most development aid are also the ones that are in the worst shape. Despite the billions that have poured in to Africa, the continent remains poor.
