Apparently in Germany the Federal Environmental Agency can give orders.
Though in all seriousness I think it’s the reporter that’s confused. When quoting the guy we get:

Or as the Washington Post calls it “Bush’s War on Terror” comes to an end, but strangely Obama keeps fighting, in Pakistan.
